Vice President Jejomar Binay yesterday called for charges to be filed against Jeffrey Roxas-Chua, who tried on April 16 to pass the Presidential motorcade on the Skyway in his red, Mitsubishi Lancer Evolution (UWI-797).
“The Vice President feels strongly that Roxas-Chua did not only violate traffic laws. This motorist put at risk the safety and security of the President and the members of his official family. His reckless actions should not be condoned or allowed to go unpunished,” Binay’s spokesperson Joey Salgado said in a press statement.
The statement comes a day after Malacanang released on April 21 a three-page report on the incident, saying Roxas-Chua, a resident of Urdaneta Village in Makati City, mentioned the names of Binay and Manila City Mayor Joseph Estrada while he was being issued a ticket for reckless driving.
SPO3 Manuel Mandapat, the motorcycle officer who wrote the report and gave the ticket, said Roxas-Chua got very angry and told him: “Kay Presidente pala kayo ha. Ganyan pala. Humanda kayo pag nanalo si Binay at Erap. Ipatatanggal kita. (So, you’re with the President. You better be ready when Binay and Erap win in the next elections. I will have you removed.)”
Both Binay and Estrada have denied knowing Roxas-Chua.
Before pulling him over, Mandapat said he chased Roxas-Chua’s Lancer Evolution at speeds of up to 180 km/h. The driver was still trying to overtake the entire convoy, which was ferrying President Benigno Aquino III to an inspection at the Ninoy Aquino International Airport.
The officer said the turbocharged, four-wheel-drive, high-performance sedan was eventually intercepted at the Bicutan exit of the South Luzon Expressway.
