Amidst the recent road altercation that happened between MMDA Traffic Constable Adriatico and accused Maserati driver Joseph Ingco, Rep. Winston Castelo from the 2nd District of Quezon City has apparently filed House Bill No. 4910 which seeks to make road rage an aggravating form of action.
Castelo on Sunday also urged authorities to ban Ingo from driving, to "serve as a lesson for hot-tempered motorists to refrain from unnecessarily venting their ire on traffic enforcers."
On his explanatory note, Castelo stated:
"Road rage is aggressive or angry behavior by a driver of an automobile or other road vehicle. Such behavior might include rude gestures, verbal insults, deliberately driving in an unsafe or threatening manner, or making threats. Road rage can lead to altercations , assaults, and collisions that result in injuries or even deaths. It can be thought of as an extreme case of aggressive driving".
Originally filed in the House of Representatives last August 27, 2014, the bill aims to amend Article No. 14 of Republic Act No. 3815, The Revised Penal Code of the Philippines. If passed, Road Rage behavior and/or actions done by an individual will be deemed as aggravating circumstances. Interestingly, the bill filed in the Congress archives does not contain anything in the 'aggravating circumstances' section.
Castelo also added that the root cause of Road Rage is traffic congestion. He recently asked the Land Transportation Franchising and Regulatory Board (LTFRB) to reduce the amount of buses that ply along EDSA by 50%. Castelo cited individual reports done by the World Bank, Japan International, Cooperation Agency and University of the Philippines that the reduced number of buses will not affect the market.
Last October, Rep. Castelo also proposed 3 radical Metro Manila traffic solutions. There was the Carpool Incentive as a way to reduce the number of cars the use the roads. The incentive was that people who carpool will be exempted from the color-coding scheme. Another is the Total Truck Ban within Metro Manila, citing that the current truck ban is ineffective as the trucks themselves use secondary roads when banned from using major roads. If implemented, the trucks will only be allowed to use the roads from 10pm up to 5am. The last of his proposals was the removal of all bus terminals along EDSA. Castelo said that if all the bus terminals are placed on secondary roads, EDSA will be alleviated of congestion.
Also back in 2011, Castelo filed the 'Anti-Planking Law' after a group of protesters 'planked' and blocked major roadways during a transport strike about rising oil prices and traffic congestion. The move earned Castelo ridicule over various social media channels.
