Local government units (LGUs), the Metropolitan Manila Development Authority (MMDA) and the Philippine National Police (PNP) are mandated within the scope and extent of their jurisdiction to manage vehicular traffic but now a business group wants an overseer to call the shots and manage the traffic problem in Metro Manila.
The Management Association of the Philippines (MAP) has recommended to the incoming administration the appointment of a Metro Manila "Traffic Czar" to which the management of the Metropolitan Manila Development Authority (MMDA) has concurred.
”This is also laudable kasi kailangan mo ng isang institution who could bring all of these government agencies together dahil ang traffic is not just a concern of one agency. It involves a lot of factors not just enforcement, kasama na ang infrastructures and planning and engineering intervention,” said MMDA Chairman Emerson Carlos.
The Traffic Czar will be tasked with ‘full-time management and control with appropriate powers and authority delegated by the President.’
Unusually, the MAP has recommended former Secretary of DOTC and DPWH, Jose “Ping” de Jesus for the position should incoming president Duterte consider their call for a "Traffic Czar".
In order to achieve these, MAP mapped out the specific steps needed to be done by the next administration in order to make the appointment of a "Traffic Czar" possible.
"First, an Executive Order must be an issued regarding the declaration of a transportation and traffic crisis exists in Metro Manila and, with the concurrence of Congress, this will secure emergency powers for the President to address the crisis by mobilizing all government resources and undertaking necessary measures unhampered by appointment, procurement, budgetary and Commission on Audit regulations during its presidency. There must be an appointment of a traffic head with Cabinet rank."
”Need din natin ang education and information dissemination. Pinakita nga namin sa MAP and they understand na marami tayong mga policies and programs na laudable but the info mapataupad to the fullest dahil may mga issues with stakehoulders na lagpas sa charter ng MMDA. Ang powers ng MMDA will rely on LGUs for implementation,” added Carlos.
