Like the Foton Jeepney, the TransVan HR was presented during the LTO Motor Show. The TransVan HR is also one of Foton's offerings for the PUV Modernization Program.

"Our dynamic participation in the government's project has been evident since day 1. We remain committed to provide safe, reliable, and multi-functional transport solutions for the benefit of more Filipino commuters, families and businesses," said Rommel Sytin, president of Foton Philippines.

The HR tag on the van means high roof, meaning more headroom for the occupants inside. Seating capacity is up by one over the higher-spec, low roof TransVan, bringing total seating to 16. All seats are forward facing with three-point seat belts for all. Air-conditioning is standard for rear passengers and it even has an entertainment system.

Dimensions for the TransVan HR stands at 5,335 mm long, 2,020 mm wide, and 2,250 tall. For comparison basis, standard TransVan models measure in at 4850 mm long, 2,020 mm wide and 2,000 tall. Power is sourced from a 2.8-liter, turbodiesel engine and it makes 225 Nm of torque. In line with the PUV Modernization Act, the TransVan HR is equipped with safety systems such as electronic brake-force distribution and brake assist.
