What you need to know about traveling to and from Metro Manila during the Quarantine

Tomorrow, March 15, the National Capital Region (essentially Metro Manila) is set to go on a community quarantine with provisions similar to a lockdown.

The move is part of a greater strategy to control and prevent the spread of COVID-19, now declared to be a worldwide pandemic by the World Health Organization (WHO). It will greatly limit the movement of persons (but not goods) between the provinces and Metro Manila which is comprised of the Manila, Quezon City, Caloocan, Las Pinas, Makati, Malabon, Mandaluyong, Marikina, Muntinlupa, Navotas, Paranaque, Pasay, Pasig, Taguig, San Juan, Valenzuela and the Municipality of Pateros.

This covers domestic air travel through a widespread cancellation of flights, limiting domestic sea travel, as well as restrictions to land transport to and from the NCR.

But the burning question remains: where will the checkpoints be?

According to reports, the Philippine National Police's National Capital Region Police Office (NCRPO) has apparently already identified the primary checkpoints that will be manned by a combination of PNP officers, Philippine Coast Guard, as well as Armed Forces of the Philippines personnel.

As we had expected, the expressway network serving Metro Manila as well as the Greater Metro Manila Area/Mega Manila (which typically includes some areas of Rizal, Laguna, Cavite, Bulacan, etc.) will be one of the focal points of the quarantine. This move was confirmed earlier today when the management of the South Luzon Expressway network (San Miguel Corporation) released an email announcing that they will have checkpoints that will be manned by the PNP and the military.

The information referred to the expressways by their route numbers, which is as follows:

E1 refers to the northern tollways which include TPLEX, NLEX, and SCTEX.

E2 refers to the southern tollways which include the Skyway, SLEX, STAR Tollway, and MCX.

E3 refers to the bayside routes which include CAVITEX and Coastal Road.

E4 wasn't mentioned, but it refers to the SCTEX and Subic-Tipo Expressway.

E5 refers to the NLEX Harbor Link, NLEX Karuhatan Link, and the NLEX Mindanao Avenue Link.

E6 refers to the NAIA Expressway.

Radial roads (R roads), as the name implies, are the roads that radiate outward from Manila. The reference point for the Radial Roads is Kilometer Zero, which is in the Luneta Park area. Some of the expressways are also have a secondary designation as a Radial Road by their orientation.

The Circumferential Roads (C roads, or beltways) will be monitored by the PNP and other authorities. These are the routes that go around Metro Manila in a somewhat circular manner and have different names depending on the location. It is possible that the north and south ends of these beltways (or the segments closest to NCR borders) could have checkpoints.

Circumferential Road 1: City of Manila - includes Recto Avenue, Legarda Street, P. Casal Street, Ayala Boulevard., Finance Road, Padre Burgos Avenue

Circumferential Road 2: City of Manila – includes Capulong Street, Tayuman Street, Lacson Street, Quirino Avenue

Circumferential Road 3: Makati-Navotas–Pasay – includes C-3, 5th Avenue, Sgt. Rivera Avenue, G. Araneta Avenue, South Avenue, Ayala Avenue, Gil Puyat Avenue/Buendia and the extension

Circumferential Road 4: Malabon–Pasay – Epifanio delos Santos Avenue (EDSA, including extension), Letre Road, Samson Road/Monumento Avenue

Circumferential Road 5: Taguig-Malabon-Parañaque – includes NLEX Karuhatan, NLEX Mindanao Avenue Connector, Mindanao Avenue, Congressional Avenue, Luzon Avenue, Tandang Sora, Katipunan Avenue, Bonny Serrano Avenue, E. Rodriguez Jr. Avenue, C.P. Garcia Avenue

The list is still preliminary, and could be subject to changes by the authorities. There was no mention of smaller inroads that cross provincial borders and enter Metro Manila, but there are rumors that many of these smaller roads could be fully blocked off in order to reroute motorists to areas that can be better manned and monitored with checkpoints.

What we know for sure is that checkpoints will have law enforcement and military personnel donning safety gear (masks, possibly suits etc.), and will have infrared sensors to detect feverish symptoms. People (motorists and passengers) will be allowed to enter Metro Manila provided they show proof (i.e. a company ID) that shows they work in the NCR.

With regards to public transport, movement within Metro Manila will not be restricted but "social distancing" will be the norm. Public transport into Metro Manila from the provinces or the outlying areas will be a bit more challenging; some bus companies will reportedly cease routes to and from the NCR.
