Also urges TNVS to grant mandated discounts
After expressing his sadness seeing Filipinos cueing up under the elements in order to process documents with government agencies, President Rodrigo Duterte gave a standing order to cut transaction time across the board.
The Land Transportation Franchising and Regulatory Board (LTFRB) has had the swiftest reply after announcing that they will make adjustments within the week to drastically reduce the processing time with the Board.
“LTFRB is committed to simplifying and speeding up transactions. New rules to cut processing time by 80 percent will take effect this week,” the LTFRB said on its Twitter account.
It is still unclear as to how the LTFRB will change the process in order to speed up the transaction with public.
For their part, the Department of Transport (DOTr) through Secretary Arthur Tugade issued the order for processing time of licenses, franchises and other documents to be notably reduced within 90 days.
After suspending the issuance of franchises to new transport network vehicle services (TNVS), the LTFRB has requested Uber, Grab and U-Hop operators to grant the mandated discounts to the elderly, students and persons with disabilities (PWD).
Uber has been required by the LTFRB to submit a position paper regarding its compliance with legally mandated discounts while Grab and U-Hop have yet to receive a formal request from the Board.
“The Board has been hearing complaints filed against overcharging TNVS. Overcharging because they do not grant the 20 percent fare discount. LTFRB Chairman Atty. (Martin) Delgra himself said that fare discounts should be given by TNVS since they are considered public utility vehicles (PUVs) and the law does not distinguish whether a vehicle is or is not a TNVS,” said LTFRB board member Atty. Ariel Inton.
The Board has rejected the argument by TNVS that since the rates are pre-arranged between the TNVS and the passenger, they are exempt from giving discounts.
Currently, the LTFRB is reviewing measures to require TNVS to tweak their software in order to allow passengers to state their status (elderly, students or PWD) before booking a ride.
