LTO revokes licenses of motorists for failing DUI testing

Last weekend, the Land Transportation Office (LTO), with support from the Philippine Coast Guard (PCG), carried out a joint operation in Quezon City to enforce Republic Act 10586, also known as the Anti-Drunk and Drugged Driving Act. A total of 14 motorists were subjected to Alcohol Breath Analyzer (ABA) tests and field sobriety assessments during the operation, with nine drivers failing the checks.

According to the LTO, seven of the nine motorists who tested positive were imposed the penalty of revocation of their driver’s licenses.

“Patuloy na determinado ang LTO na protektahan ang lahat ng gumagamit ng kalsada mula sa panganib na dulot ng pagmamaneho habang lasing o nakainom ng alak at ipinagbabawal na gamot. Ang pagrevoke ng mga lisensya ay malinaw na mensahe na ang walang ingat na pagmamaneho ay magdudulot ng matitinding kahihinatnan,” said LTO Chief, Assitant Secretary Markus Lacanilao.

He also added that the agency remains focused on reducing accidents and ensuring the safety of everyone on the road.

The revocation of driver’s licenses was based on the report received by the LTO’s Intelligence and Investigation Division (IID) from the Law Enforcement Service-Field Enforcement Division (LES-FED). All individuals involved tested positive for alcohol, with Blood Alcohol Concentration (BAC) levels ranging from 0.123% to 0.438%, which are well beyond the legal limit. Authorities also determined that each driver had already been involved in separate road incidents.

Prior to the revocation of their licenses, the LTO issued corresponding Show Cause Orders (SCOs) and placed both the licenses and vehicles under alarm status to prevent any transactions. Notices were personally served by personnel from the IID and Field Enforcement Division–Law Enforcement Officers (FED-LEOs) to the residential addresses listed in the LTO database.
