Volvo Cars North America has been given a hefty fine of $1.5 million by the U.S. Federal government for failure to comply with the National Traffic and Motor Vehicle Safety Act with regards timely vehicle safety recalls.
According to the statement from the U.S. Department of Transportation's National Highway Traffic Safety Administration (NHTSA), Volvo Cars North America, LLC "failed to report safety defects of certain models to the federal government in a timely manner".
There is a federal law called the National Traffic and Motor Vehicle Safety Act that "requires all auto manufacturers to notify NHTSA within five business days of determining that a safety defect exists or that the manufacturer is not in compliance with federal motor vehicle safety standards – and to promptly conduct a recall".
After an investigation by the NHTSA, Volvo Cars North America failed in its obligation to conduct the recall in a timely manner. Volvo will be paying the sum to the U.S. federal government. The company will also be making internal changes in the decision making process regarding recalls to ensure timely responses in the future.
"It's critical to the safety of everyone on our roadways that automakers promptly report safety defects – and take immediate action to resolve the issue," said NHTSA Administrator David Strickland. "NHTSA expects all manufacturers to obey the law and address automotive safety concerns without delay.

2007-2010 S80 - TPMS issue
2010-2011 S80 - Frontal airbag issues
2010 V70 - Frontal airbag issues
2011 XC60 - Frontal airbag issues
