The Department of Budget and Management last year announced the six-fold increase of the budget for the Konkreto at Ayos na Lansangan at Daan Tungo sa Pangkalahatang Kaunlaran (KALSADA) project to Php 39 billion to cover 81 provinces by 2017 and pave 20-percent of the total unpaved provincial roads or 832 kilometers.
Part of the total budget has now been put to good use as the Department of the Interior and Local Government (DILG), last Friday, announced that construction on 201 road projects in 74 provinces are already in full swing with a budget of Php 6.25 billion.
These funds were used for road upgrading, rehabilitation and improvement, as well as training, mentoring and coaching provincial local government units (LGUs) on local road management.
34 roads have been completed, 142 are being improved, 10 are in the procurement stage and 15 are on the pre-procurement stage. The completed roads link municipalities to economic hubs.
Provinces that have received funds for road works are required to comply with 10 fund-release requirements, such as the provincial road network development plan and detailed engineering design.
The provinces should also adhere to the Full Disclosure Policy and have no adverse report from the Commission on Audit.
