Ever since the MMDA and the PNP-HPG started to conduct stricter inspections at checkpoints, the result has been longer lines. While the checkpoints are essential at discouraging people to go out, the delays have also begun to affect essential workers like medical staff from getting to their destinations.

To mitigate the long queues that hamper the front liners and health workers, the Inter-Agency Task Force recently launched an app called RapidPass.ph. It's a verification system that eases the flow of front liners and priority vehicles passing through checkpoints.

According to Cabinet Secretary Karlo Nograles, this system seeks to expedite the movement of our health workers and other front liners amid the strict implementation of the ECQ. “We recognize that we have to find ways to expedite or speed up passage through these checkpoints for people who are allowed to leave,” said Nograles.

The Cabinet Secretary mentioned that as of yesterday, 200 scanners have already been distributed to 48 QCPs. These are located at the boundaries of Metro Manila and the provinces of Laguna, Rizal, Cavite, and Bulacan where most Metro Manila workers come from.

“The implementation of the RapidPass system is expected to expedite the long queues of private and non-cargo vehicles at the QCPs as policemen, and soldiers manning the control points will no longer need to individually check the identification cards and other home-quarantined exemption documents of the occupant,” added Nograles.

He also wished to remind the public that the RapidPass system also serves to protect the policemen and soldiers manning the checkpoints as it minimizes the exposure between those inside the vehicles and those stationed at the QCPs.

Do note, however, that the application is subject to review, meaning the pass will not be immediately available to whosoever applied for one. With the ECQ set to be lifted come April 30, 2020, the IATF reminded the public to please park their cars and stay at home in order to flatten the curve. In addition, Presidential Spokesperson Harry Roque stated that the government is already considering a total lock-down should the ECQ not be taken seriously.
