Throughout the Enhanced Community Quarantine (ECQ) that has been in place for nearly 6 weeks now, the government has continuously reminded everyone to stay at home in order to mitigate the spread of the virus.
But despite the many warnings and instructions to the general public, there are still many who choose to go out, despite not being allowed to do so.
So for the public's benefit and knowledge, the Inter-Agency Task Force – Joint Task Force Corona Virus Shield (IATF-JTF CV), through the Philippine National Police PNP) has released the full list of authorized persons outside residence (APOR).
Starting with those working in Basic Services, all medical field employees are allowed to go outside during the ECQ. This means that all of the staff of the DOH, LGU health facilities, hospitals (including janitorial employees), doctors, and private caregivers are eligible to travel. Also included in the list are funeral services and emergency responders which include the DILG, DSWD, DRRMC, and the BFP.
As for those in Daily Essentials, employees working in banks, money transfer services, supermarkets/groceries/sari-sari stores, convenience stores, public markets, drug stores/pharmacies, and restaurants are allowed to go to their place of work.
Cargo trucks delivering essential goods and commodities like food, water, medicine, and other basic necessities are part of the APOR list. The PNP, however, reminded that only a maximum of three delivery personnel is allowed inside the trucks. Workers that are employed by suppliers and manufacturers of basic necessities (food, water, medicine, etc.) are also allowed outside of their residences.
Last but not least are the staff members working in utility companies. Key officials and employees in telecommunication (including cable and internet services), water concessionaires, sanitation firms, as well as energy companies are allowed to go to their place of work. They can also conduct maintenance/customer services if needed. Truckers delivering fuel to gas stations, along with gas station attendants are also authorized.
Aside from those mentioned above, skeletal workforces in select government agencies and departments are allowed to travel as well. Some of these agencies include the Securities and Exchange Commission, Bangko Sentral ng Pilipinas, Philippine Stock Exchange, Department of Labor and Employment (DOLE). Philippine Statistics Authority (PSA) conducting data gathering and surveys related to COVID-19, media personalities including those in Presidential Communications Operations Office (PCOO), PAGASA field personnel, BPO employees setting up work from home stations, a few others.
Private individuals that have a quarantine pass can go out amidst the ECQ to avail of basic services like going to the bank or purchasing supplies provided they stay within their localities.
As of yesterday, the DOH reported that the Philippines now has a total of 6,259 confirmed cases, 409 fatalities, and 572 recoveries. With the number of confirmed cases continuing to rise, the government has considered setting up a total lock-down although they have yet to confirm as to when and if it will be implemented.
