changing tires—swapping of tires is allowed except when a racer encounters a flat during his run. Only after his run will he be allowed to replace his damaged tires. Example: if a racer uses a set of tires in track A and then wishes to change them for his run in track B, he may do so provided it conforms to the rules stated earlier.

please take note that this is only my wording and the actual rules state the same thing more or less

The race will still go on whether his tires would run flat or would get removed from the knuckle. And take note, IT IS NOT because your tires ran out on you, it would already mean you lost, many racers finished tracks with only 3 tires working, some even on 2 (both axles get broken) but still they manage to finish with a good time.

I remember a particular race where Totin Macmang actually finished with only 1 working axle. I think it was a race in Davao.
