I'm for the Helmet Law. My helmets have the ICC stickers and are of good quality. Something's bothering me though.  DTI said they will be issuing ICC stickers to those whose old helmets don't have stickers but my question is how can they tell if the helmets that will be presented to them are up to international standards? They don't have any expertise in examining a helmet and DTI has no testing facility to test any helmet.  They have guidelines on the physical properties of a helmet but no way to test the helmet's quality.   :protest: There are lots of loose ends here.

Exactly my thoughts when I saw it on the news. Stupid rule, they should have just inspected all helmet importers for the quality way before instead of asking everyone to get an ICC sticker, I bet fixers there are making a lot of money right now.

@Paul, I don't think the LTO has jurisdiction on motor sports equipment. Motor sports organizers should monitor them though.  Also, you don't "register" the helmet. They're supposed to be certified by the factory/source and DTI will issue stickers as proof thereof. 

@Dj, The ICC stickering was implemented in 2009 and a lot of importers already complied with this since.  However, there are importers of cheap chinese helmets that were being sold without the stickers. Now, the owners are lining up for free stickers. And what about those expensive helmets brought in by travellers and balikbayans? Ang gulo talaga...

Di lang naman helmet problema. Kundi mga motorcyclists na wreckless. Note I only said wreckless motorcyclists, baka may magreact nanaman diyan. Some don't even wear or fasten their helmets. Government should be stricter first with rider education and an iron fist enforcement of the law against these lawless bastards.

Labo nga din, san ba nakalagay yung sticker? I bet it should be placed in front of the helmet, somewhere near the forehead part for easy checking? either that or they need to pull over every rider just to check if their helmet has the ICC sticker?

@Brent...  Not me...    Marami talaga reckless bikers especially those na mga first timers. Akala din ng iba ang helmet ay pang siko.   :violent1: Another loophole of the law is our car driver's license is also the motorcycle driver's license, restriction code lang ang bagbabago. In other countries, bike license is different from car license because the two are operated differently.

@Dj.  The proper procedure is for DTI to inspect all retail stores if the helmets they sell have proper stickers and not for LTO to check riders if they have stickers. Like FDA checking the drug stores for FDA certified drugs. Does FDA knock on your door and check the vitamins you take? Does DTI knock on your door and check if your xmas lights are safe? They must check the stores, right?
