we will be finalizing the new revisions in the meeting and hopefully we can have it printed as fast as we can since  March is the kick off of the Nationals. we intend to have them distributed on or before that.

Addendum:
as discussed in NAsFOR meet last January


1- buntings: no member of racer's crew shall hold or even touch the buntings as to prevent the race vehicle from touching same. Only when the racer's rig has severed the buntings, then and only then can the racer's crew touch/hold/fondle etc the buntings. Marshals shall give only two warnings after the second offense, a DQ will be given and racer will have no time recorded.

2- DNS penalty: the time has ben increased from 3 minutes to 50% of DNF time. ex. if racers agree on a 15 minute DNF time then the DNS penalty is 7 minutes and 30 seconds.

3- Absolutely no drinking of alcoholic beverages inside the race track. If driver and/or crew members reek of alcohol, they will be given a DQ. Once they have finished their runs, they can drink as much as they want. There is always a place and time for partying. We at NAsFOR have the Fellowship Night and needless to say, whenever the driver or crew is done with their run and become spectators, they can party-harty till they drop.

other revisions not written in the old rulebook will be placed in our brand-spanking new one before the first national race in davao

if any rules need revising or if you have a new rule that you want implemented please please please please please please please please please post it here so it will go through the process which you know has been in place since time immemorial. We go by the book and live by the book and if we fucking use the pages as toilet paper by the book then thank you. at least this has indeed been proven to be useful. thank you to those that take time to read this rant  :notworthy:

CHAPTER 3
ARTICLE 2
SECTION 7
Termination of/by members

a. Any member deemed "undesirable" by the Regional Directors through a unanimous vote shall be suspended or removed from the membership rolls of NAsFOR. Termination, however, shall be appealable to the President.

b. Any act/s or threatened act/s that is inimical and detrimental to the interest of NAsFOR or otherwise causes dishonor to the Federation as determined by the Board shall be considered "undesirable" and may be grounds for termination.

c. Any official position of a terminated member will be deemed as automatically vacant without prejudice however to his accountabilities if any. ie. Non-payment of the required dues for two (2) consecutive years shall be sufficient basis for removal from the membershp rolls. Gross violation of the Federation rules and regulations warrant voluntary resignation.


I distinctly remember someone saying something that fucking definitely screams letter b. So if he doesn't want to be a part of NAsFOR, I'll save him the trouble and he can bring his groupies with him. :thefinger:

Proposed amendment

CHAPTER 3   :  MEMBERSHIP
ARTICLE 2   :  CLUB MEMBERSHIP

d.   Any 4WD club or association which is a member of NASFOR shall be considered and accorded
the status of “NASFOR Club Member (NCM)” and shall be represented by their duly elected
President or their proxies whenever such representation shall be required.
   
Proposed amendment  
Any 4WD club or association which is a member of NASFOR shall be considered and accorded
the status of “NASFOR Club Member (NCM)” and shall be represented by their duly elected
President or their proxies (provided that the said representative is a registered individual
member of NASFOR) whenever such representation shall be required.


Officers of the NCM should be registered individual members of NASFOR.  

CHAPTER 5   :  HOW DO WE JOIN?  WHAT ARE WE SUPPOSED TO DO?  THE DRIVER AND HIS CREW

SECTION 9   :  THE ROLE OF THE DRIVER AND HIS CREW MEMBERS
        
   Proposed Additional paragraph
   L.   When a driver accidentally hits the buntings or any markers within the race course,
the vehicle must immediately be brought to a halt until the crew is able to fix the
bunting(s) or marker(s).  Failure to do so, will be viewed as a deliberate attempt to
cheat by the driver and will, therefore, result to a DNF.







SECTION 11   :  WINCHING

Proposed additional paragraph
When winching, a DAMPENING CLOTH must be used to provide weight on the cable thus
preventing it or lessening the possibility of the cable hitting someone or something in case it
snaps due to increased tension.  

The DAMPENING CLOTH must be at least 18” x 24” in size, must be made of cloth and, very
importantly, must be approximately 1000 grams (1kg) in weight DAMP.




CHAPTER 7   :  GENERAL SAFETY GUIDELINES
SECTION 14   :  DNS – Did Not Start on time.  

b.   Each time a driver receives a DNS a two (2) minute penalty will be added to his time.  This is to
penalize drivers whose rigs are poorly prepared and breakdown.  It is also to forestall those
who would purposely seek to be among the last runners in an attempt to gain an advantage as the track deteriorates.

Proposed Amendment
Each time a driver receives a DNS, the penalty given will be ½ of the maximum time.  This is to forestall those who would purposely seek to be among the last runners in an attempt to gain an advantage as the track deteriorates.
 

SECTION 17   :  Disqualification (DQ).  
         At any time, the race organizers and officials reserve the right to disqualify racers for
   unsportsmanlike behavior.  Disqualification means the racer is no longer allowed to
   race and must leave the premises.  His registration fee need to be refunded and any
   prizes he may have won are forfeited.  Examples of such behavior include :

a.    The use of alcohol or drugs by driver and crew.
b.   Abusive or violent behavior by driver or crew.

Proposed Additional sentence
c.    Disrespectful attitude towards marshals and race officials.

RULE 1: WHAT VEHICLES MAY BE USED FOR RACING?

SECTION 1. General Description of Vehicles. – As a general rule, race vehicles must have four wheels, and the ability to drive all four wheels.  Production vehicles, modified vehicles, as well as fully fabricated or home-made vehicles are all welcome, but they must be legally registered.  ATVs and quads are not allowed.
