alam ko dito sa pinas parati namang may nasisirang kalsada eh. lagi ding may ginagawang bago or rine-repair.
i think that these "patched-up" roads are a way for the politicians to have a regular supply of pocketable resources. not all politicians are like that but i can't help but believe some of them are.
the point is, why built a good long lasting road when u can do the following:
1) make a sub-quality road. reported cost of 500M (as an example) but spend only half of it. therefore, automatically 250M goes directly to ur bank account. many are speculating that with the over-priced macapagal road.
2) surely, when the rainy season starts, the sub-standard road will deteriorate. therefore, the politician will AGAIN request additional funds for the restoration of the roads. let's say they asked for 200M maintainance fee. may kickback nanaman sila doon.
so as u can see, the cycle goes on and on. why "milk" on it once and stop when u can "milk" it regularly as a cash cow? not only that but everytime that happens, believe it or not, ur popularity will soar due to the signs posted all over the construction site: "PROJECT NI blah blah blah...this is where ur taxes go" ang gandang slogan diba? u get rich, u get more votes, what a perfect scenario.
