Yesterday, a dashcam video went viral on social media wherein a public utility bus (PUB) was spotted speeding recklessly along the new EDSA Busway. As the bus traveled along the busway at significant speeds, it hit several lane separator barriers which then hit a number of private vehicles on the adjacent lane.
With this, the Department of Transportation (DOTr) condemned the driver of the Joana Jesh Transport bus with plate number CAP 5133. According to the DOTr, the bus grossly violated road transport rules due to the driver's actions.
DOTr Secretary Arthur Tugade has already directed both the Land Transportation Franchising and Regulatory Board (LTFRB) and the Land Transportation Office (LTO) to conduct an immediate investigation. The LTO has already issued a show-cause order today to Joana Jesh Transport, as well as to the reckless bus driver.
Based on the document, the reckless driver is ordered to appear before the Intelligence Division, Law Enforcement Service on July 27, 2020, at 2:00 PM. Not only that, but the driver is also required to submit a written explanation as to why his driver's license should not be suspended or revoked in connection with the incident.
The new EDSA Busway was first implemented last June 2020. Instead of having PUBs on the rightmost lanes of EDSA, the MMDA decided to move them towards the leftmost lane. While this may be seen as counter-productive, the plan was actually to have new bus stops situated with the MRT-3 stations. That way, buses can now load/unload passengers via the center island of EDSA and allow commuters to easily head towards the MRT-3.
With the leftmost lane now serving as the dedicated bus lane for EDSA PUBs, no other types of vehicles are allowed to travel on the new EDSA Busway (although some tried their luck and were apprehended by the MMDA). Due to this, some bus drivers have seen the dedicated bus lane as an excuse to speed recklessly and abuse the new EDSA Busway.
“Let this serve as a warning to all our road transport partners that the DOTr, LTRB, and LTO will never tolerate this irresponsible and reckless manner of driving by authorized PUBs which poses a danger to life and possible damage to property,” the DOTr said in a press statement.
