Senator JV Ejercito has lashed out against the Land Transportation Franchising and Regulatory Board (LTFRB) for Metro Manila's traffic problems for 'indiscriminately issuing bus franchises'. The neophyte Senator is the son of Manila City Mayor Joseph Estrada, who on July 23 implemented a city ordinance banning city and provincial buses without terminals in Manila.

The LTFRB and the City of Manila are currently at odds over the issuance of the order. The LTFRB has questioned the legality of the ordinance. Manila Vice Mayor and 'traffic czar' Isko Moreno has countered saying that "the city can use police power to regulate their roads" under the local government code or Republic Act 7160.
According to Ejercito, he already questioned and chided the agency for their failure to implement to moratorium of issuance of new bus franchises during his post as Chariman of the Committee on Metro Manila Development in Congress.
