LTO Region 4 tickets 75,897 unregistered vehicles, slaps PHP 12K fine each

The Land Transportation Office (LTO) CALABARZON (Region IV-A) has always been at the forefront of the agency’s crackdown on unregistered vehicles, flagging 75,897 violators from January to August 2025 alone, with each facing a steep penalty of PHP 12,000.

With the region averaging nearly 10,000 apprehensions per month, authorities warn that the figure could surge past the 100,000 mark before year’s end, with a stern warning to motorists who continue to neglect their annual registration obligations.

“Hindi lamang simpleng paglabag ito. Ang hindi pagpaparehistro ng sasakyan ay banta sa kaligtasan ng lahat ng motorista. Kaya’t mas lalo nating hihigpitan ang operasyon laban sa mga pasaway,” says LTO CALABARZON Regional Director, Elmer Decena.

(This is not a minor infraction. Driving an unregistered vehicle is a serious hazard to public safety. We will continue to tighten our operations until compliance is achieved.)

The penalties for non-compliance are far from negligible. Motorists caught driving unregistered vehicles face a steep PHP 12,000 fine: PHP 10,000 for the violation itself and an additional PHP 2,000 for reckless driving.

LTO maintains that operating a vehicle without proper registration is deemed a grave threat to road safety and is considered reckless driving.

Officials stress that the harsh penalty is designed not only to punish but also to serve as a clear reminder: annual vehicle registration is both a legal obligation and a moral responsibility to protect every road user.
