HELP! Car Won't Start, No CEL at Ignition ON (Corolla Bigbody Gli)

Help needed... car does not start, and noticed that check engine light at dashboard was not turning on when I switch key to ON. I checked all fuses and found none busted... replaced CEL bulb with known good bulb, still no CEL light at ignition on. checked W pin at diag port with volt meter, says -11.5V.

car cranks but won't turnover... mechanic says ECU may be dead, but just want to ask you guys for any advice before I replace it. thanks in advance!

Might be ecu since there's no cel.

check power and ground to ecu.
