LTO okays '99 vehicles phaseout

THE Land Transportation Office (LTO) yesterday
confirmed that they will no longer register all
model 1999 vehicles  and earlier in compliance
with the Montreal Protocol to eradicate the use of
chorofluorocarbons (CFCs) in the next five to 10 years.

However, car owners can retrofit their aircons
by using hydrofluorocarbon (HFC) instead of freon,
which is a known ozone depleting substance (ODS).

"In fact our office in close coordination with the other
government agencies involved in the project has been
seriously in the process of intensive information
campaign regarding this matter," Atty. Bella Bermundo,
LTO-Executive director said.

"Para naman pagdating ng tamang panahon hindi kami
masisi ng mga may sasakyan na magpaparehistro kung
bakit hindi na puwedeng tanggapin ang mga sasakyan
na may air condition pero gumagamit pa ng freon,"

hmm that's good at least they're showing some concern for the envt. but for me i think they should focus their attention on those buses and jeepneys that make smoke screens. I dont know why they cant eliminate the smoke belching problem.

What are they thinking?  ???  (Maybe, some of the LTO guys have already started setting up shops to do this retro-fitting.)

This will obviously affect millions of vehicles.  There are more than 4m registered vehicles and annual vehicle sales are less than 100k.  We can probably safely assume that at least 2/3 of all vehicles currently operating are 1999 and earlier.

Even in the U.S., I don't think cars that are 1999 or earlier are banned.

Don't think it will happen.  Or if it happens, it won't happen soon.  Maybe a few years down the road... (maybe a five-year phaseout).

mga private cars lang na modelo pa..pero yung mga puv's pa rin nagpopollute sa air natin pero wala nangyayari..hayy..dami kasi mawawalang boto kaya untouchable sila..

My car is a 1997 model but it already had a CFC free system since it came from Japan. Wonder how they're going to verify that. ???

hahaha walang mangyayari dyan. kulang sa implementation and besides, i think isa pang source yan of corruption. they implemented the emission testing thing way back pero puro corruption lang. nasusuhol padin yun mga nagbibigay ng permits. this is just one of them. siguro pahirap na ng pahirap yun mga taga LTO, they needed a new source of kickbacks.

It's good that the LTO is doing that. Concern for the environment indeed.

Unfortunately,

LTO lacks funds.

They say they wanted to implement this starting January 1, 2006.

But like I said, they lack funding. Heck, what happend to the vehicle emission testing?

With that date, the odds are high.

Why not? January 1, 2010? Too late???

Most A/C shops I visited said they are already phasing out R12 systems and supplies (R12) are getting scarce.  With this in mind then I think LTO wouldn't have that much difficulty in enforcing this.  Even if you could source R12 it will soon be very expensive (like in the States).  I did a conversion on my '87 BMW already.

At least a law was passed.  I'm sure there are still some law abiding citizens out there.

wtf... this is just stupid... they should not allow vehicles to be registered if they are not maintained. thats it.

Next time, READ the ENTIRE first post to understand what the topic is all about.

It refers to the airconditioning system not the car.

It is mandating the use of HFC refrigerant in the A/C system over the CFC R-12 which is harmful to the environment.

My car is not affected as well. Its a '98, but it has been using HFC-134A already. Actually even my previous '96 model was already using HFC-134A.

WHEW MAH BAD SIR BRENT medyo na shock kasi ako sa title nung thread na hindi na paparehistro yung mga 99 model yun pala depende sa air con. ;D ;D anyways  I remember dati yung uso pa yung early warning device, nung pinarehistro namin yung van namin kahit meron na syang early warning device pinabili pa rin kami nang LTO sa kanila kasi daw dapat LTO accredited yung early warning device.WHEW!
