pa'no malaman offset ng mags?

hi, hope you guys can help me pa'no ko mabasa ang offset ng mags? halimbawa yung specs na binigay eh 15 x 6.5 E38/35/23/18 di kasi ako sure, yun ba yung sa may 'E'? thanks!

Labo yan ah. Usually the offset is preceded by a + sign.
