Last week, the Land Transportation Office announced that they will be officially resuming operations on May 13, 2020. The government agency announced that they will begin opening offices located in General Community Quarantine (GCQ) areas.

Now, the LTO has released an official list of offices that are ready to serve motorists that are looking to get a license/permit, or need to have their existing driver's license, student's permit or motor vehicle registrations renewed. The list of open offices covers Regions 1 to 12, the Cordillera Administrative Region (CAR), and Caraga Administrative Region.

LTO offices in the National Capital Region are also open, but they will not be able to serve clients. According to the LTO, the NCR offices are only open in order to finish backlogs before the MECQ is lifted. That way, they will be able to entertain new applicants, as well as those that need to renew their permits, licenses, or vehicle registrations once the NCR shifts to GCQ.

As a reminder, those that wish to apply or renew their license, permit, or vehicle registration will need to follow the LTO's health and sanitary protocols.

3.) Transactions of persons below 21 years old, those who are 60 years old and above, and pregnant women shall only be allowed upon lifting of the Community Quarantine, consistent with Executive Order No. 112, series of 2020

In addition, drivers that had licenses that expired during the ECQ period can renew theirs without having to pay a penalty fee. This comes after the LTO extended the validity of licenses that expired at the beginning of March 17, 2020.

The LTO also released the guidelines and schedules in the renewal of motor vehicle (MV) registrations. Depending on the last number of a vehicle's plate number/conduction sticker/month of initial registration indicated in the Original Receipt (OR), owners can renew their MV during the first, second, third, fourth, fifth, sixth, seventh, or eighth week upon the resumption of LTO offices.
