Last month, the Land Transportation Office (LTO) once again apprehended the young driver of a Volkswagen Jetta who had already been penalized in an earlier incident involving the illegal use of blinkers and the unauthorized display of diplomatic markings.

His latest violation involved the use of an unauthorized license plate. Since his driver’s license had already been suspended following the previous case, the LTO said he was also found to have been driving without a valid license.

The agency considers drivers who repeatedly commit serious violations as an “Improper person to operate a motor vehicle.” In this case, the LTO decided to permanently revoke the driver’s license and disqualify him from obtaining any type of driver’s license in the future.

According to the LTO, its Intelligence and Investigation Division (IID) found the driver liable for Driving Without a Valid Driver’s License, Improper Attachment or Tampering of License Plates, and Improper Person to Operate a Motor Vehicle.

A verification of the vehicle’s Official Receipt (OR) and Certificate of Registration (CR) also revealed that the plate attached to the car did not match LTO records and was registered under another person’s name. As mentioned, the same vehicle had previously figured in separate incidents involving the use of an illegal blinker and the unauthorized display of diplomatic markings.

The driver was also ordered to pay the corresponding fines and complete the transfer of ownership of the vehicle under his name.

The Volkswagen Jetta remains impounded under the custody of the LTO’s Field Enforcement Division (FED), while the unauthorized or customized license plate has been turned over to the IID as evidence.

Meanwhile, the motorcycle rider seen in a viral video directing traffic for a funeral procession without authority also had his driver’s license revoked by the LTO. The agency said the rider was found liable for Disregarding Traffic Signs (DTS). It added that the heavier penalty stemmed from his aggressive behavior after he got off his scooter to confront the motorist who recorded the incident and refused to disregard the traffic signal.

According to the LTO, these revocations are part of its continuing crackdown on motorists it considers improper persons to operate a motor vehicle, particularly those who violate traffic laws and engage in reckless behavior that puts other road users at risk.
