LTO forming new committee to manage plates, license couriers
Courier service eyed by LTO for plates, licenses, and registration papers

The Land Transportation Office (LTO) is still currently dealing with numerous issues regarding the supply of plates and licenses, but apparently, the agency has one eye on ideally making things more convenient to the general public.
We recently got hold of LTO’s Memorandum Circular No. VDM-2024-2571, which are basically guidelines for courier service providers for the delivery of plates, licenses, and registration papers.
It’s a 14-page document but the memo says that LTO is looking to tap courier service providers, similar to the likes of Lalamove, Grab, J&T, etc. in delivering important LTO documents right on the doorstep of vehicle owners.
Ideally, this move from the government agency could allow the general public to do renewals, new applications, and many other transactions without needing to come to an LTO office. We’re thinking if everything goes well, we could see something similar to what the Philippine Statistics Authority (PSA) is doing for birth certificates, and the DFA for your passports where you just book an appointment, then you have the choice to either claim the printed copy on a designated pickup point or right on your doorstep.
The initiative is there, and we see that they want to make it streamlined. But being typical government, the requirements, procedures, and committees stipulated in the memo are... extensive. Since it’s a public document, you can read about it on this link.
If they really want to push through with this, they should try and keep things as simple as possible for all parties involved to enjoy the benefits that this initiative could give. Otherwise, it might actually do more harm than good.
