LTO to use MMDA CCTVs to issue show cause orders
CCTVs will be utilized again to discipline erring motorists

Back in August of 2022, the Supreme Court (SC) issued a Temporary Restraining Order (TRO) against the implementation of the No-Contact Apprehension Program or NCAP.
Through NCAP, erring motorists are caught using CCTVs that are placed in strategic locations along major thoroughfares within Metro Manila or elsewhere that no-contact apprehension is implemented. A notice of traffic violation will then be sent to the traffic violator’s registered address on their vehicle’s registration.
Now, the Land Transportation Office (LTO) said that the agency will be using the Metropolitan Manila Development Authority’s (MMDA) CCTVs to catch traffic violators.
LTO Chief Assistant Secretary Atty. Vigor Mendoza II said the recorded videos will be used in issuing Show Cause Orders (SCOs) against any erring motorists in a bid to discipline them as part of the road safety measures that are in line with the instruction of the Department of Transportation (DOTr) Secretary Jaime Bautista.
“The cameras installed by the MMDA are being used to monitor traffic situations, especially in major thoroughfares in Metro Manila. We might as well use them in order to run after erring motorists who would openly defy traffic safety rules,” said Mendoza.

According to Mendoza, the MMDA has agreed to the proposal of LTO to utilize the agency’s CCTVs.
“Initially, we will be focusing on the violators of the EDSA Busway,” said Mendoza.
Based on the agreement, the MMDA will forward the captured videos of violations, including details on the date and the time of the violation, and the license plate of the vehicle involved in any traffic violation.
“These captured videos that will be transmitted to our office will be used as the basis of SCO that would be issued to erring motorists,” added Mendoza.
Mendoza has expressed gratitude to MMDA chairman Atty. Don Artes for continuous cooperation and coordination to instill discipline among motorists in Metro Manila.
