LTO says special plates only available in four digit numbers
Land Transportation Office issues memorandum regarding special plates for private vehicles

In case you missed it, the Land Transportation Office (LTO) still allows car owners nowadays to apply for special plates on their brand-new vehicles for an additional cost. But if you want one for your next purchase, your choices for combinations are now slightly limited.
The agency has released Memorandum Circular No. VDM 2024-2614, which basically says that the two and three-digit number combinations for special motor vehicle license plates are no longer available.
In other words, if you want numbers like 88 or 888 on the plates of your brand-new motor vehicle, it’s no longer possible to do so. LTO states the reason behind this is that they have apparently already exhausted all the possible combinations.
That leaves new vehicle owners with the following options – a three-letter combination with any four-digit numbers except 0000; or a three-letter combo with any four-digit numbers that have not been issued as series or those that have not been released by the LTO yet. So instead of 88 or 888, you can only apply now for an 8888 plate number.
For owners who want that kind of personalization to their newly purchased rides, that will cost an extra PHP 35,000 on top of the usual fees charged by the LTO in registering your motor vehicle.
